What is an Ignition Interlock Limited License?
An ignition interlock is an electronic device installed into your vehicle which the driver must blow into, that analyzes the blood alcohol level of the driver to prevent a vehicle from starting if the driver is inebriated.
Ignition interlocks are used as an alternative to revoking a driver’s license. Interlocks are installed on the owner’s vehicle after they have been convicted of a DUI. For example, it allows the driver to still travel to necessary obligations like school and work.

To Obtain an Ignition Interlock Limited License (IILL)
- Surrender your license to the court on the day of your conviction.
- Await the receipt of a letter from PennDOT officially notifying you of the license suspension.
- Go to the Pennsylvania DUI Association at padui.org (or call 1-800-627-2384) and select an ignition interlock vendor.
- Call the vendor to schedule an appointment to install the ignition interlock. The average cost to lease the ignition interlock is between $900 and $1,300 per year. One vendor has indicated that depending on the make of the car, the installation fee is between $90 and $200.
- Complete the Ignition Interlock Limited License Petition (DL-9108) and the Self Certification of Vehicles to be Operated form (DL-9108SC)
- Have the vendor install the ignition interlock and complete section D of the self certification form (DL-9108SC). The vendor will make a copy and return the original to you.
- Send by certified mail the completed DL-9108, DL-9108SC, and $65 to:Pennsylvania Department of Transportation
